EN 16931
EN 16931 is the European norm that specifies what fields a compliant e-invoice must contain and how they relate. National formats (PEPPOL BIS, XRechnung, FatturaPA, Chorus Pro) are profiles built on top of it.
Sending invoices that conform to EN 16931 is what makes them legally valid for B2G and, increasingly, B2B across the EU.
