Paper invoices and PDF invoices sent by email no longer meet the legal standard for B2B transactions.

Who Must Comply?
The obligation applies to all VAT-registered Belgian companies, including:
- Freelancers and self-employed professionals (zelfstandigen)
- Sole traders registered for VAT
- BV/SRL, NV/SA, VOF and all other Belgian legal entities
- Foreign companies with a Belgian VAT registration number
Even businesses under the small business VAT exemption regime (under €25,000 annual turnover) are affected if they invoice other VAT-registered companies. The exemption only applies if your clients are private individuals.
What Are the Fines for Non-Compliance?
The Belgian government has built in a tolerance period — you will receive a warning first and have three months to connect to the PEPPOL network. After that:
- First offence: €1,500 fine
- Second offence: €3,000 fine
- Repeated offences: up to €5,000 per offence
There is also a tax consequence: invoices that should have been sent via PEPPOL but were not are treated as unsent invoices by the VAT administration — meaning you lose the VAT benefit on that transaction.
What Exactly Do You Need to Do?
You need to:
- Register on the PEPPOL network via a certified Access Point
- Be able to receive PEPPOL invoices (minimum requirement for all)
- Send invoices to other Belgian VAT-registered companies via PEPPOL
